A friend of the artist survived the Holocaust. He asked the artist how he would interpret such genocide and the actions taken to save Jews from it.

The artist took his inspiration from this verse and over 8 years he shaped many figures for this sculpture to represent the reactions of people: from fear to denial and turning away to distress and also to action.
